Q: What is the smallest pack size you can get this to? Shortest overall length?

The bar is 13" and seemed to work well on the swing arm of my '02 KLR. I've only tested it at home and haven't used it yet for a flat tire on the road, but I think it will work when needed. My bike weight is about 500 lbs.

Q: My bike is 317lbs too heavy to lift to fix flat? States 220lbs?

My bike is 400+ lbs and lifts it with no problem. Just be careful that you have a solid "grip" on ground because it lifts at an angle and could slide out on you. Mine is tough to grip on smooth concrete in garage, so I use a 2x4 as a foot to lift from.

Q: How many inches does this extend in total?

I'm not sure. But I have used it on my klr 650 and it will lift the front and back tires off the ground far enough that the tires can be removed without any clearance issues.
