Q: Is there a separate compartment for the sand?

I do not use sand in mine. You could put sand in it if you chose to. There is a aluminum foil lining in the bottom section that collects the butts. Sand would help if you had an issue with wind blowing it around , but it will be easier to clean by simply emptying the bucket rather than sifting out butts from sand.

Q: Do you have to fill it in with something before using it?

I placed a nice sized rock in it but recommend sand if you have some on hand. It's very light weight so a strong gust will topple it.

Q: How many cigarette butts does this hold?

it will hold a lot its a 1.5 gallon container but you can buy a bucket for it for easier emptying its a commercial ash bucket

Q: Can you add sand in this to make it heavier in weight?

Yes, sand works best, anything heavy will work, just not molten lead.
