This isn't a bicycle, it's a motorcycle. I certainly wouldn't trust it.

Q: Do I need this to carry the bike in a rack where the wheels support the weight rathre than a hanging rack?

It’s also used to hold the bike upright in a rack that holds the weight of the bike on the tires. It adapts for a “girls” bike to be held upright

Q: What is the maximum and minimum length of this adaptor measured from outside of each loop from end to end?

minimum is 23", max is 30", from outside end to end

Q: What is the maximum weight it can support? I have an emtb about 50lbs

I believe it will easily do 50 pounds. I don't know the maximum weight, however!
